Phantom 74, January 1977 is also a great cover, but you do have Phantom 67, also by Newton, and who can argue with such a seminal cover as Cap 74.
I am enjoying your list of best covers, especially some of the more obscure ones. I also made a list a few years ago and can say you are heading into the area of paucity. As you head up the numbers and as a friendly reminder don’t forget Wings Comics, House of Secrets / Mystery, Weird War Tales, Jumbo Comics, Blue Bolt and Ghostly Weird, Star Spangled War and Classics Illustrated.
I also redefined my best cover list, bringing into account comic $ value versus the value of the adjacent comic. I also ignored the obvious issues such as Detective 140 and 359 as they are first appearances. The list goes Real Life 3, Headline 8, Suspense 3, Black Cat 50, Treasure Chest V17#2, Great Comics 3, Air Ace V2#2, Punch 12, Roly Poly 14, Giant Comics Edition 12, etc.
